The arrival of the Northern Pacific Railway tracks in Billings in August of 1882 was significant in the naming of the town. Fredrick Billings, long considered the founder of Billings, was the immediate past president of the Northern Pacific Railway Company and a major investor in the Minnesota and Montana Land and Improvement Company, which owned the land platted for the town.

Billings was one of the original businessmen of the community. He is only reported to have been in Billings a few times over his life time.

The plaque on the statue reads:

Frederick Billings, founder city of Billings, Northern Pacific Railway president from 1879-1881. His foresight and keen business mind resulted in the establishment of Billings-The Magic City-where it is today...presented to the city of Billings and Yellowstone County by the Exchange Club of Billings on July 19, 1982 during the City of Billings and Yellowstone County Centennial celebration. It was relocated here in 1993.
